I did it once on my first character, and unless I need to repeat it again for a gen 1 legendary, I doubt I will do it again. If you have the Hero points in central Tyria you will just get to ulock your Elite Spec a bit sooner than people with 0 Hero points. If you want/need them for world completion I would say yes.
Long answer: you basically get Hero Points as you play/level up, you then put those on any of the specialization trees but by the time you hit lv80 you should have points in everything.
